All For Ones next attack will get International attentionif he hasnt gotten it already considering Heroes from overseas are coming to Japan and Izuku and his friends will stop him. All he wanted was to achieve the kind of power and victory that he always saw in Bakugo. He didnt really believe in himself or have a plan.
He understood he had flaws and he had to do better but he didnt know how. It was a desperate hope and he couldnt find the willpower necessary to even give it his all. Because one i really cant see Bakugo wanting to keep it anyways and two the movie cant go AU from the mangaanime and last I checked Dekus still got it.

It would probably mess up the main story and make Bakugou almost unbeatable. He is not able to do so because One For All can only be inherited from its rightful owner by someone who is worthy and secondly from what we can deduce from Deku And Bakugos fusion it can also be forced onto someone in moments of need. Izuku will save Tomura from All For Ones control- and Tomura will play a role defeating the Symbol of Evil in the same way Vader helped to defeat Palpatine.
